The purpose of the Federal government of the United States of America shall be to establish and maintain a framework of laws and regulations under which its member States shall operate, for the common interest, as a single nation.
The functions of the Federal government shall be limited to those requiring central organization, namely:
a national defensive system, at a minimum to include surveillance of geographic borders with neighboring nations and bodies of water; immigration and import control; monitoring of international internet communications; maintenance of sufficient personnel to operate bases for military training and support; maintenance of sufficient materiel to supply a mobilized defensive force, the scope of which is to be determined by biennial review of world conflicts and alliances and formed at need from a limited number of active duty service members and the remainder drawn from reserve personnel;
a national foreign policy, including treaties, embassies, and economic agreements;
a national system of income support for citizens unable to work due to physical disability or advanced age;
a national system providing preventive healthcare to all citizens, at a minimum to include vaccines, insulin, barrier contraceptives, hearing support, vision support, and dental exams and cleanings, in the interest of a healthy and productive workforce and the suppression of preventable diseases;
a national transportation network to include air traffic control, interstate trains, and interstate highways, such that no State can close its borders to residents of other States or impede interstate commerce;
a national system of commerce to include a central currency and mint, a reserve Bank, a Federal tax board, securities exchanges, Federal deposit insurance to protect citizens whose funds are placed in the hands of private banks or investment corporations, a postal service with postage recognized nationwide, and a Patent, Trademark, and Copyright Office;
a national justice system including Federal courts and a database accessible by all local and State law enforcement to facilitate criminal investigations nationwide;
a national communications network such that no State can prevent its residents from contacting persons in other States or countries;
a national research institute devoted to Earth sciences, the solar system, deep-space observation, interplanetary observation and travel, and the use of orbital space for these purposes; and
a national system of parks, monuments, and preserves, withheld in perpetuity from commercial development or resource extraction, and a separate system of common lands for managed use.
All other governmental functions are reserved to the States.
